I would think a piece of quarter-inch plywood painted white would serve as a better reflector, but with the tubes spaced this closely I’m not sure a reflector is necessary at all.
It may be that plywood is too thick. In any case, it would be useful to paint the interior white. Eric Beggs says he seems to recall that Jeff told him the sheet metal was necessary to ground the ballasts--the lights flickered without it.
